Oosterveer, Peter (2004) Governing environmental flows; the case of Asian shrimps. In: Environmental Governance in Asia: Regional Perspectives on Institutional and Industrial transformations, 2nd Annual INREF-AGITS Conference, Kuala Lumpur, 26-28 November 2004. – Kuala Lumpur: Asia Europe Institute/University of Malaya,
Flows of shrimps produced through aquaculture in Asia and traded to the EU forms an example of the flows of food products which move around the globe, with increasing speed and volume, over ever larger distances and in more directions, an environmental flow. Thailand, Indonesia and China dominate aquaculture, while the EU constitutes the largest import market. Shrimp farming is criticized for its environmental damage, the food safety risks involved and the negative socio-economic effects on coastal populations.
Governing these flows needs to combine various government structures and non-governmental actors at multiple levels. This paper will look at possibilities to further develop and apply the sociology of flows on the environmental/material and the non-environmental (information, financial) flows of shrimps, the networks of actors and related institutional scapes. It is to be expected that the conclusions will contribute to further theoretical knowledge and to improved perspectives with regard to governing environmental flows.
