Sub regional framework convention on preservation of environment for sustainable development in Cent

As the Ashgabat correspondent of Turkmenistan.ru reports, the Interstate Commission on Sustainable Development of the International Fund for Saving the Aral Sea (ICSD IFSAS) started its meeting in the Turkmen capital yesterday. The regional forum was organized by the Ministry of Nature Protection of Turkmenistan, United Nations Environment Protection Programme (UNEP) and Scientific Informational Center of ICSD IFSAS.

 


Heads of nature protection establishments and non-governmental organizations from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, representatives of UNEP and UNDP met to discuss cooperation in sustainable development and ecologic safety of the region. The adoption of the Framework Convention on Preservation of Environment for Sustainable Development in Central Asia was the main issue on the agenda. The document was initiated in 2004. It was 2004 that Turkmenistan took the rotational chair in ICSD.

In his address to participants and guests of the forum, the President of Turkmenistan, Saparmurat Niyazov, noted that processes of degradation of natural resources of the Aral Sea basin are not only a threat to Central Asia but also to neighboring territories. Having underlined the paramount importance of tasks related to sustainable development of the region and recovery of ecological situation in the basin of the Aral Sea, the leader of Turkmenistan urged Central Asian countries and the world community to join efforts in this area.

As the state news agency (TDH) reports, the meeting participants discussed issues of further application of the regional plan of actions on preservation of environment, development of sub regional process on environment and plan of regional cooperation for the near future.

The Interstate Commission on Sustainable Development of the International Fund for Saving the Aral Sea was created at the initiative of the Central Asian heads of state and aims at providing a balanced solution to social economic problems as well as problems of preservation of environment and natural resource potential of the region. It was ISCD countries who proposed the sub regional framework convention on preservation of environment for sustainable development in Central Asia. It is a product of joint work of scientists, experts, lawyers and leading specialists in ecology of the member states which lasted for two years. The adoption of this interstate document was significantly facilitated by the position of Turkmenistan who, as the meeting participants agreed, pays special attention to the issue of nature protection.

The convention was unanimously signed by Kyrgyzstan, Tajikistan and Turkmenistan during a conference of official representatives on the adoption of the sub regional framework conference on preservation of environment for sustainable development in Central Asia organized within the framework of the forum.

The convention provides for cooperation in preservation of unique environment of Central Asia and sustainable development of natural resources, assistance to economic and social development of the regional peoples to ensure high living standards and safe future. Particular articles of the interstate document deal with general commitments to monitoring and evaluation of air and water pollution and depletion of water resources, degradation of lands, mountain ecosystems and management of wastes. The convention pays particular attention to scientific technical cooperation in solving ecological problems and development of joint efforts on preservation of biological diversity. The forum also worked out and adopted a scheme of cooperation in case of emergency and specified issues of exchange and access to information as well as participation of public at large in implementation of this convention. http://www.turkmenistan.ru/?page_id=3&lang_id=en&elem_id=8876&type=event&sort=date_desc
